The Reborn Program was a top secret project conducted by the United States Black Operations' research & development. This project was headed by Noa Weis with the approval of the US Government.
Objective
The primary objective of the program was to replace the volunteer army of US citizens with that of expendable yet powerful super soldiers with genetic and cybernetic augmentations. It required the use of individuals who were forcibly taken from society, primarily those who would disappear unnoticed such as the homeless, illegal immigrants and even military troops with no families.
